Operator Licence

Anyone operating a vehicle or combination exceeding 3500kg for hire & reward including the delivery of their own products, requires an Operator’s Licence (exemptions do apply).

The applicant MUST satisfy certain requirements before applying for a Licence.

We can assist with:

  • New Applications for National, International & Restricted Operator Licences in Northern Ireland, ROI and GB.

  • Licence Variations to increase fleet size or to apply for a new/additional operating center

  • Change of Transport Manger or Directors/Partners

  • Representation, support and guidance with Public Inquires, Preliminary Hearings, In-chamber Hearings, Driver Conduct Hearings

Continuous Compliance Support

Our Continuous Compliance Audit – CCA, is a paid-monthly ongoing compliance support service with options of a monthly, quarterly or 6 monthly independent audit to continuously examine your level of compliance. Between audits you will receive regular remote support from our compliance staff to ensure that all of your operator licencing requirements are met.

TCTS Group Ltd staff will take over your transport compliance planning and forecasting and continuously prompt you to carry out required actions, ensuring that all of your obligations are carried out and that your evidence of compliance is electronically stored in the event of an official audit. Transport Compliance

Audit & Rectification

The Transport Regulation Unit, Traffic Commissioners and Enforcement Agencies are required to ensure that all Road Haulage and Passenger Transport Licensed Operators are compliant.

One of the Main control measures they use is to conduct a Transport Compliance Audit at your Operating Centre or Remotely. This can be announced or unannounced. TRU and TC’s can also request an independent audit to be conducted on you following an In-Chambers Hearing, Public Inquiry or Investigation.

TCTS Group Ltd provide Full Independent Onsite & Remote Transport Compliance Audits

Initial – 1st Audit visit – A TCTS Group Ltd Compliance Officer will arrive at your Operating Centre and conduct a full Transport Compliance Audit. Your audit report with full summary & recommendations will then be presented to you within 24 hours and the requesting agency within 3 working days.

Our staff will contact you and explain the findings of the audit in detail.

Rectification Pack – This service provides full audit and rectification of any areas of non-compliance. This includes complete inspection & examination of your entire Operation, Transport Manager (if required), Vehicle Fleet Roadworthiness standards & Record Management, Tachograph Systems and staff.

Both your 1st and 2nd audit is also included.

Follow up – 2nd Audit visit – A TCTS Group Ltd Compliance Officer will arrive at your Operating Centre and conduct a follow up Transport Compliance Audit within 1, 3 or 6 months. All areas of concern and non-compliance will be re-visited to ensure you have addressed the areas with sighted evidence produced to the inspector/auditor.

Tachograph Analysis & Management Services

To adhere to both Drivers Hours & Operators Licensing legislation, an operator MUST comply with these 4 elements:

1. Retrieve & download ALL data from driver’s digital cards and Vehicle Units (including analogue)

2. Have a system at the operating centre to store raw data and decipher encrypted data.

3. Conduct Analysis of all drivers’ data for both Drivers Hours & RTWTR.

4. Issue infringements to drivers for violation/breaches of legislation and implement a monitoring process of improvement, training and disciplinary.

Our systems comply with all requirements. All data is transferred to our servers for analysis and forwarded to your onsite digital dashboard.

Our analysis service will provide you with automated reports for your review, highlighting any issues such as driver infringements, vehicle unit infringements/faults, driver management suite, vehicle management suite, unaccounted km’s, MSI offenders, repeat offenders etc.

Our full management service will help you address these issues regular monitoring of your drivers hours and vehicle usage including dealing with persistently infringing drivers, upskilling drivers/planning staff/transport managers, retraining staff, training new staff and disciplinary process support. This service gives you the support of an independent Tachograph Analysis Bureau which will detect serious breaches and act immediately to resolve any issues.
