The Transport Manager CPC is a legal requirement of the operator licensing system for both Standard National and International licences. This qualification is awarded by OCR (who are withdrawing from CPC qualification accreditation from December 2021) and runs only four times throughout the year.

This qualification is specific to whichever sector you are operating in e.g.

  • Road Haulage

  • Passenger Transport

What is a Transport Manager CPC?

Businesses that operate large vehicles, even as a small part of their daily operations, are required to be licensed to do so. Under EU, UK and Irish law, one of the conditions of this operator's license is to nominate a professionally competent person to oversee their operations.

This person is known as a transport manager. In order to be nominated as such, they must have a certificate of professional competence, otherwise known as a CPC. This is centrally administered, in accordance with the EU regulations on transport business operations.

What are the Requirements for the CPC Course?

The transport manager CPC is a Level Three Qualification. Although there are no formal requirements for entry, it is recommended that students have at least a passing GCSE, Junior Cert, or equivalent in Maths and English.

As the content of the CPC course is highly specialised and specific to the transport sector, it will be beneficial to have prior knowledge and experience within this industry.

Additionally, any and all experience in the fields of business, finance, law, operations and logistics will be advantageous to candidates wishing to take the transport manager CPC course.

What Will I Learn on the Transport Manager CPC Course?

As noted, the transport manager CPC course covers a broad range of topics, in order to fully prepare students for their future responsibilities.

Following the syllabus for the OCR CPC exam, the course covers the following topics:

  • Civil law,

  • Commercial law,

  • Social law,

  • Fiscal law,

  • Business and financial management,

  • Access to the market,

  • Technical standards and aspects of transport operation,

  • Road safety.

At each stage of the course, we take attendees through what will be required of them in the exam, as well as situating this theoretical knowledge in a real-world context, to help them to overcome the practical challenges they’ll face in their role as a transport manager.

This qualification is specific to whichever sector you are operating in. 

Specifically, there are separate strands of the qualification for Road Haulage and Passenger Transport. While much of the content is common between these strands, there are also specialised modules relating to each pathway.

What Does the CPC Exam Involve?

Both the Passenger Transport and Road Haulage exams consist of two papers each. These are:

  • A multiple choice paper, testing factual knowledge,

  • A case study, testing the student’s ability to apply this knowledge.

Students may choose to take both papers within their strand in a single day, or at different times. Students must correctly answer 42/60 questions in the multiple choice paper, and gain 30/60 marks in the case study paper.

The multiple choice paper is closed-book. Candidates have two hours to answer all of the questions. The case study lasts two hours and fifteen minutes, and candidates may bring any notes they wish into the examination.

The transport manager CPC is a lifetime qualification, meaning that a passing grade in one paper will carry forward indefinitely, unless the syllabus is substantially changed.

Both papers within the exam are scored on a pass/fail basis.

How Does the Transport Manager CPC Course Work?

We offer two options for our transport manager CPC course:

  • A five day in-person course, spread over five weekends.
