Raising the Standard of Operator Licence Compliance Safety Inspections
The Approved Safety Inspection Workshop (ASIW) Programme is an independent audit, assessment and certification framework designed to recognise workshops that are competent to carry out operator licence compliance safety inspections to the standards expected by the UK traffic commissioners, NI’s TRU, DVSA, DVA, RSA and industry best practice.
The programme provides operators, transport managers and fleet owners with confidence that their chosen maintenance provider (or in-house maintenance team) has the systems, competence, facilities and quality controls required to undertake compliant preventative maintenance inspections (PMIs) and associated safety inspection activities.
Whether operating an in-house workshop or an external maintenance facility, ASIW certification demonstrates a measurable commitment to road safety, legal compliance, engineering standards and continuous improvement.
What is the ASIW Programme?
The Approved Safety Inspection Workshop Programme is a structured assessment and certification scheme that independently evaluates a workshop’s ability to:
Conduct operator licence compliance safety inspections
Maintain vehicles to statutory roadworthiness standards
Implement compliant maintenance systems and documentation
Employ suitably trained and competent personnel
Operate effective quality assurance procedures
Maintain inspection consistency and traceability
Demonstrate ongoing compliance with regulatory expectations
The programme is designed for:
HGV workshops
PSV maintenance providers
Fleet workshops
Municipal workshops
Commercial vehicle repair centres
External contract maintenance providers
Trailer maintenance workshops
Mixed fleet engineering operations
Why ASIW Certification Matters
Operator licence undertakings require vehicles and trailers to be maintained in a fit and serviceable condition at all times. Failure to demonstrate effective maintenance systems can lead to:
Public inquiries
Regulatory action
OCRS deterioration
Prohibitions
Financial penalties
Reputational damage
Loss of operator licence authority
ASIW certification provides independent assurance that a workshop has been assessed against recognised standards for safety inspection competence and compliance management.
Certification demonstrates:
Commitment to legal compliance
Strong maintenance governance
Competent inspection capability
Effective workshop management systems
Professional engineering standards
Continuous quality improvement
Certification Standards
The ASIW Programme assesses workshops against recognised industry and regulatory expectations including:
Operator licensing requirements
DVSA maintenance guidance
Guide to Maintaining Roadworthiness
Preventative maintenance inspection standards
Commercial vehicle engineering best practice
Brake testing expectations
Record keeping standards
Safety management principles
Quality management processes
Workshop operational controls
